Aimyon performs the theme song for the film opening on December 8. A new teaser visual and 30-second PV trailer, featuring the main titular heroine, was also released. 

The main production staff for the film includes Shinnosuke Yakuwa (Eiga Doraemon: Nobita no Getsumen Tansaki) as director and co-screenwriter, Yousuke Suzuki (Komi Can’t Communicate planning assistant) as co-screenwriter, and Shizue Kaneko (How Not to Summon a Demon Lord Omega) as character designer. Shin-Ei Animation is in charge of the animation production.

Child actress Liliana Oono is voicing the film’s main heroine Totto-chan.

The film will open in Japan on December 8.

Kuroyanagi's memoir tells her story of going to school at Tomoe Gakuen, after not fitting in at her original elementary school. She meets unique students and learns new things at school, even as Japan descends into war.

The anime film is based on Tetsuko Kuroyanagi’s series of memoir articles, originally published in Kodansha’s Young Woman magazine from February 1979 through December 1980. The articles were then compiled into a book, which sold more than five million copies before the end of 1982.

Kodansha USA releases Totto-Chan: The Little Girl at the Window in English and describes the book as:

This engaging series of childhood recollections tells about an ideal school in Tokyo during World War II that combined learning with fun, freedom, and love.
